Astorga of the island-municipality of Daram, Samar said she is keen in knowing where her town stands in terms of nutrition, the reason she was glad the Regional Nutrition Evaluation Team (RNET) has chosen Daram for a Monitoring and Evaluation of Local Level Plan Implementation (MELLPI).
The RNET headed by Jennibeth Cañete with Ayra Mae Simborio and Sharmie Nicole Tansingco all from National Nutrition Council Region 8 (NNC-8), and Harmonized Initiatives of Media for the Spread of Good Nutrition in Region 8 (HIMSoG-8) represented by President Tony C. Pueblos and Vice President Jacob C. Gadaingan visited the 3rd Class municipality on May 30-31, 2017 for the conduct of MELLPI.

Vice Mayor Astorga is the mother of incumbent 26-year old Daram Mayor Philip Astorga, a dentist by profession. The young mayor took over reigns of the island-town after three terms of mayoralty by his mother. And both of them are concerned of the news that Daram Island, based on year 2016 OPT (0-71 months children), ranks 13th on prevalence of underweight at 14.89%, 13th on stunted at 23.2%, and 18th on wasted at 5.4% in the province of Samar.

In order to address the pressing problems and issues on health and nutrition in the Eastern Visayas region, the members of the Regional Technical Working Group (RTWG), representatives of key non-governmental organizations (NGOs), selected provincial/city nutrition action officers and Barangay Nutrition Scholar (BNS) representative work together to craft the 2017-2022Eastern VisayasRegional Plan of Action for Nutrition (RPAN) on 25-26 May 2017 in Sabin Resort Hotel, Ormoc City.

The two-day planning workshop was guided by the inputs provided in by the group through the assessment of the regional nutrition situation that identifies prevailing nutrition problems of population groups and areas more affected and the effectivity and efficiency of nutrition program implementation in the previous year.

Guided by the Philippine Plan of Action for Nutrition (PPAN) 2017-2022, the different agencies were able to identify the different strategies, programs, projects and activities that could help achieve target outcomes in reducing stunting, wasting, micronutrient deficiencies and obesity.

Prior to workshop proper, RNPC Dr. Catalino P. Dotollo, NOIII Nino Archie S. Labordo and NOII Ullasini J. Pangan provided the group with an orientation and inputs on: (1) National Nutrition Council (NNC) Legal Basis and Structures; (2) 2016 Nutrition Accomplishments; (3) 2016 Regional Nutrition Situation; (4) Philippine Health Agenda 2016-2022; and (5) PPAN 2017-2022. Likewise, Ambisyon Natin 2040 and the Regional Development Plan (RDP) 2017-2022 Chapter 10 Reducing Inequalities in Human Development were presented by Senior Economic Development Specialist Ebette Enage of the National Economic and Development Authority (NEDA) VIII.

According to the National Nutrition Survey 2015, Eastern Visayas recorded high prevalence of stunting at 41.7%, wasting of 8.4% and 2.3% obesity.  These figure made members of the group to contribute for the operationalization of the RPAN 2017-2022.

The PPAN 2017-2022 goals which are translated in the regional plan: (1) achievement of Ambisyon 2040 by improving the quality of the human resource base of the country; (2) reduction of inequality in human development outcomes; and (3) reduction of child and maternal mortality.

DNPC Rich enthusiastically motivated to iron out the associations SEC registration, mobilization of resources and active participation on nutrition program implementation. She encouraged the associations officers and board members to be united and share capacities in combating the challenges of the association.###

The Regional Bantay Asin Task Force (RBATF) conducted a salt monitoring on 10 May 2017 to selected distributors in Borongan City, Eastern Samar.

The salt monitoring is one of the activities by the National Nutrition Council through the RBATF to address the challenges on iodine deficiencies. It is likewise aimed at mobilizing the local government units to monitor and revitalize the Asin Task Forces in the locality.

Composed of Ms. Christine Ty (FDA VIII), Ms. Christine Padua (FDA VIII), City Sanitary Inspector Arnel Estrobo, DILG representative, police staff from the PNP Borongan City and staff from the NNC inspected and monitored salt store distributors. In particular, the team interviewed the storage capacity and protocol, source of salt and availability and store licenses to operate. Salt samples were also collected for iodine content determination by the Department of Science and Technology.

ASIN Law, which was signed by then President Fidel V. Ramos as Republic Act No. 8172 in 1995, aims to promote the use of iodized salt to address the lack of micronutrients in the country. The law further requires all salt manufacturers to iodize the salts they produce and distribute.

Based on 2016 Regional Operational Plan, 100% micronutrient supplementation of iodine is targeted among pregnant women to reduce thyroid disorders.  According to WHO, Iodine deficiency disorders (IDD), which can start before birth, jeopardize children’s mental health and often their very survival. Serious iodine deficiency during pregnancy can result in stillbirth, spontaneous abortion, and congenital abnormalities such as cretinism, a grave, irreversible form of mental retardation that reduces intellectual capacity at home, in school and at work. ###

On 18 April 2017, thirty-two (32) participants from the different cities and municipalities of Samar attended the First Quarter 2017 joint Provincial Nutrition Committee (PNC)-Technical Working Group (TWG), Municipal/City Nutrition Action Officers (M/CNAOs), District/City Nutrition Program Coordinators (D/CNPCs) and the Barangay Nutrition Scholars (BNS) Federation Officers Meeting at the Casa Cristina Hotel in Catbalogan City, Samar.
