The National Nutrition Council Caraga celebrated its annual Regional Nutrition Awarding Ceremony (RNAC) last December 8, 2016 at Samping Building, Butuan City. It was participated by the members of Regional Nutrition Committee members (RNC), Regional Technical Working Group (RTWG), Regional Nutrition Evaluation Team (RNET), LGU Awardees and Nutrition networks including media partners and invited guests.
This annual event is a recognition to Local Government Units and Barangay Nutrition Scholars that have shown outstanding performance in their local level plan implementation on nutrition. The program was lead by NO III Leah Vina Vargas and Mr. Jeremiah Cuevas and started with a very informative and warm welcomed by the DOH Regional Director and NNC Caraga Nutrition Program Coordinaotr, Director Jose R. Llacuna, Jr. MD, MPH, CESO III.
LGUs with exceptional performance received the Green Banner Award, these were: Lanuza of Surigao del Sur, Socorro of Surigao del Norte, Nasipit of Agusan del Norte, Cagdianao of Province of Dinagat Islands and San Francisco of Agusan del Sur. San Francisco is also the Regional Green Banner Awardee for Municipal Level, Agusan del Norte is the Regional Green Banner Awardee for Provincial Level and Bayugan City is the Green Awardee Awardee for City Level. Barangays of these LGUs visited during the Monitoring and Evaluation of Local Level Plan Implementation were also acknowledged.
Outstanding Barangay Nutrition Scholars from different provinces and cities were recognized during the RNAC. The 3rd placer was from Brgy. Uno, San Francisco, Agusan del Sur, Ms Silva Maguinda, 2nd place was Ms. Jenievel L. Montilla of Brgy. Tagbucayan, Santiago, Agusan del Norte and the Regional Outstanding BNS was Ms. Arlene Dagante of Brgy. Sukailang, Surigao City. Certificates of recognition were also given to the six Regional Outstanding Barangay Nutrition Scholar contenders.
Ms. Laniebelle T. Angchangco Provincial Nutrition Action Officer, the representative of Governor Adolph Edward Plaza of Agusan del Sur gave very inspiring speech as they sustained the 1st year CROWN award. Hon. Kim Lope Asis, Mayor of Bayugan City along with their strong team they proudly received their 2nd year Regional City Green Banner award with a big smile. San Francisco, Agusan del Sur also maintained their Green Banner Award for the second time. They stated on their speech that they will continue to give their support to the nutrition program to not just maintain their awards but also to improve more the health and nutritional status of their constituents.
The big event was ended with a blast since Dr. Azucena Ralota Dayanghirang, the Deputy Executive Director of National Nutrition Council gave a very motivational speech, thanking everyone for their hard work and love to their work. She also indicated the strengths and weaknesses which she strongly believes that Caraganon will encompass these challenges and will still be the strong in their support and dedication on the implementation of nutrition program.

Iodine deficiency negatively affects the human health as well as economic productivity and quality of life. Iodine is a trace mineral essential in making thyroid hormones that control the body’s metabolism and other vital functions especially during pregnancy and infancy. The World Health Organization recommends iodization of all food-grade salt in every household and food processing as a safe and effective strategy for the prevention and control of iodine deficiency disorders.
On October 20, 2016 at Dotties Place Butuan City, the National Nutrition Council Caraga Region conducted a Regional Bantay Asin Task Force Meeting to discuss measures to ensure the supply and distribution of only adequately-iodized salt is used within the region. The main objective of the meeting is to formally re-organize the Bantay Asin Task Force, whose composition and roles will be locally adapted to the needs of the region, considering the prevailing distribution and supply channels. It was attended by members of Bantay Asin Task Force from different line agencies and representatives of the local government units.
A representative from DOST-ITDI, Ms. Jose Pondevidal, Senior Science Researcher also oriented and demonstrated to the RBATF members the use of WYD Iodine Checker.
The level of Iodine in household salt should not be lower than 15ppm and salt in the market should have at least 30-70ppm level. 5 out of 8 salt samples brought by the participants have enough level of Iodine.
The reorganization of Caraga RBATF and Bantay Asin Task Force in the local government will strengthen the Asin Law, it must deepen and supported by ordinances and resolutions in the local level on proper handling, storage and iodized salt monitoring in the market and households.
Currently, some of the provinces and cities of the region are organizing and orienting their local bantay asin task force. Last December 1, 2016, NNC Caraga went to Bislig City to provide technical assistance to the CBATF of Bislig.

Unhealthy diets and physical inactivity causes overweight and obesity, which are also forms of malnutrition. These forms of malnutrition are strongly associated with having NCDs particularly type 2 diabetes, cardiovascular diseases, hypertension and cancer. The leading causes of mortality in Caraga region include hypertensive cardiovascular diseases, cancer, diabetes and renal diseases.
To respond to the emerging problem on overnutrition, Caraga’s Regional Nutrition Committee (RNC) with the assistance of the Regional Nutrition Technical Working Group (RNTWG) wanted to improve health and quality of life of Caraganons through adoption of desirable dietary practices and healthy lifestyle. RNTWG drafted two Regional Nutrition Resolutions, resolutions on intensifying healthy lifestyle campaign among the populace through the member agencies of Caraga regional nutrition committee (RNC) and other stakeholders and resolution on enjoining the member agencies of Caraga Regional Nutrition Committee (RNC) and other stakeholders to limit the serving of carbonated soft drinks and juices containing high sugar in office canteens and during conduct of meetings, trainings and other similar activities. These resolutions were approved by the Regional Nutrition Committee Chairperson, Director Jose R. Llacuna. The RNTWG wanted to raise these resolutions to the Regional Development Council and to disseminate it to the local government units.
The members of RNC also advocates the 10 Kumainments, the popular version of the Nutritional Guidelines for Filipinos to promote positive nutrition practices to prevent malnutrition and encourage healthy lifestyle among the Filipinos. 10 Kumainments are simple and easy to remember guidelines that can be easily followed.

Granted pursuant to P.D. No. 1569, dated June 11, 1978, titled “Strengthening the Barangay Nutrition Program by Providing for a Barangay Nutrition Scholar in Every Barangay, Providing Funds Therefor, and for Other Purposes”.
WHO ARE QUALIFIED FOR THE GRANT OF BNSE
The BNSE shall be granted to barangay-based volunteer workers for rendering at least two (2) years of continuous and satisfactory nutrition services and other related activities, such as community health, backyard food production, environmental sanitation, culture, mental feeding, and family planning to the barangay.
BNS who have been hired by agencies under Job Order status and/or Contract of Service may still avail of/qualify for the grant of BNSE.
APPROPRIATENESS OF BNSE
The BNSE is a first level eligibility and may be considered for appointment to positions which do not require written examination, provided the appointee meets the education, training, experience, and other requirements of the position. (Provided under CSC MC No. 4, s. 2001)
DATE OF EFFECTIVITY OF BNSE
The date of effectivity of the BNSE shall be the date of approval of an application by the CSC Regional Office concerned.
PERIOD OF FILING OF APPLICATION FOR BNSE
Filing of applications for the grant of BNSE is continuous.

25-27 May 2016, Butuan City -- DOH Caraga, as a contribution to the Philippines’ commitment to the United Nation millennium declaration of reducing poverty and hunger, celebrated the Safe Motherhood Week with a 3-day activity in Luciana Convention Center, Butuan City. A series of informative lectures on health and nutrition of mother and baby during pregnancy and after delivery, breastfeeding, immunization and family planning was conducted. Free ultrasound was also provided among pregnant mothers along with services on safe family planning and counselling during the 3-day activity.
Director Jose R. Llacuna Jr, the DOH Regional Director and Regional Nutrition Program Coordinator (RNPC) of NNC Caraga gave an inspirational message to an estimated 150 pregnant mothers to keep themselves and their babies healthy and well nourished. He gave emphasis on the importance of the first 1000 days of life of a child. Together with MNCHN Program Coordinator Dr. Grace Lim, DoH EPI Nurse Coordinator Jasmin Sarce and Nurse Arlys Demata, Director Llacuna also gave Buntis Kits to our pregnant mothers.

July 6-7, 2016, Malate, Manila – The Philippine Association of Nutrition (PAN), Inc. and Philippine Society of Nutritionist-Dietitians (PSND), Inc. held a joint convention with a theme “Empowering and Strengthening Partnerships for the First 1000 Days” to help strengthen the capacities of national and local partners to promote, support, execute First 1000 Days initiatives. The PAN and PSND join forces to engage relevant stakeholders in discussions on maternal nutrition, birth outcomes and lifelong health; the challenges of and strategies towards the reduction of adolescent pregnancies; and newborn care and addressing barriers to immediate, exclusive and continued breastfeeding.
On the first day, the keynote speakers were Vice President Leni Robredo and DOH Secretary Paulyn Jean B. Rosell-Ubial. VP Robredo emphasis that every child on the planet should be ensured of good nutrition, care and medical attention on the first 1000 days of life, to which should be place high up on the list of priorities by any government sectors. Secretary Ubial said that she will continue all the programs started by the previous DOH secretaries including Kalusugan Pangkalahatan (UHC) as a strong foundation for protecting the poor from financial risk ---but other reforms are also needed to achieve overall improvements in health outcomes. She also shared President Rodrigo Duterte’s Health Agenda slogan, “All for Health towards Health for ALL”… “Lahat Para sa Kalusugan! Tungo sa Kalusugan Para sa Lahat.”
On the second day of the convention, there was PAN Awarding ceremony in which one of the awardees was the municipality of Lanuza from Surigao del Sur, they received their second maintenance on Pabasa sa Nutrisyon Award. Acknowledgement of sponsors, raffle draw, synthesis and closing remarks were done after the awarding ceremony.
