On 22 June 2021, the Presidential Communication Operations Office (PCOO) in partnership with the Office of the Cabinet Secretary organized Kasama sa Pamana: Regional Pre-SONA Series in Region III held at Kingsborough International Conventions Center. The event serves as a comprehensive prequel for the President’s sixth and final State of the Nation Address (SONA) on July 26, 2021.
The event was participated by government officials, national government agencies, local chief executives and academe in Central Luzon. The event was highlighted with the presentation of the updates and accomplishments of President Duterte’s administration since 2016 as well as the plans for the remainder of his term and the government’s reponse on COVID-19 pandemic.
Cabinet Secretary Karlo Nograles graced the event. He presented keystone accomplishments of the present administration in the areas of economic and development, infrastructure, human development and poverty reduction, participatory governance, security, justice and peace, and climate change adaptation, mitigation, and disaster risk reduction.
For the key result area 1, Review and Rationalization of Existing Policies, Rules, Regulations related to the executive order were presented. First is the identification of priority legislation for zero hunger and food security such as the following: 1) urban Agriculture and Farming, 2) Food Rescue Program; 3) Expansion of the National Feeding Programs; 4) Promotion of Breastfeeding; 5) Institutionalizing Programs such as the Tutok Kainan, Philippine Multisectoral Nutrition Program, and Kalahi CIDSS; 6) Zero Hunger Bill; 7) Strengthening of the National Nutrition Council and the Barangay Nutrition Scholar Program.
For the key result area 2, the Enhance Partnership against Hunger and Poverty which aims to mitigate hunger, ensure food and nutrition security, and reduce poverty in the urban and rural communities. The memorandum of understanding was signed by the IATF-ZH, DAR Region III and NNC to cater specifically to the nutritional needs of children and pregnant women.
For the key result area 3, DOH, DepEd and DSWD issued guidelines for the delivery of nutrition services and feeding programs amidst the COVID-19 pandemic.
Cabinet Secretary Nograles highlighted the accomplishments of National Nutrition Council-Region III, particularly the use of social media platform such as the 1) Webinar Series on Addressing Hunger and Malnutrition in Central Luzon…Let Us Start with Why where Cabinet Secretary Nograles was a Keynote Speaker; and 2) Radio Magazine Program, in partnership with the Department of Health Center for Health Development, entitled “School on the Air First 1,000 Days.”
Cabinet Secretary Nograles also made mention of the online and onsite workshops on Integrating Nutrition in the Annual Investment Program for the CY 2021-2022 for the LGUs in Central Luzon as an on-going activity of the NNC Region III and the Regional Nutrition Committee.
He also mentioned that the municipality of Talavera, Nueva Ecija created its own Zero Hunger Inter-Sectoral Task Force to advance the nutrition agenda at the local level. He cited that Central Luzon actively participated in the Kasapatan at Ugnayan para sa Akmang Pagkain at Nutrisyon (KUMAIN).
He also highlighted an going project, The Pilipinas Kontra Gutom (PKG), where participation of the private sector is encourage in response to the government’s call for a whole of nation approach in ending hunger in the country. One of the interventions of the PKG is the distribution of hot meals to frontliners and families affected by the typhoon, with the Provinces of Nueva Ecija and Zambales as priority areas.
He ended his report by stating, “It is my sincerest hope that we all work together towards recovery. Isa isip po sana nating lahat na ang ating pamahalaan ay tumutugon at walang tigil na nagsisikap para sa kapakanan ng bawat Pilipino, kailangan po natin ang isa’t isa na magbigkis tungo sa ating sama-samang hangarin na labanan ang pandemya at kagutuman sa ating bansa, wala pong maiiwan, lahat kasama”.
