Mayor and Municipal Nutrition Committee Chair Liwayway DC Caramat of Nueva, Vizcaya has attended the National Conference of Regional Bantay Asin Task Forces last January 22-23, 2015 at Bayview Park Hotel, Roxas Boulevard, Manila.

The Santa Fe Bantay Asin Checkpoint is one of the good practices of the Regional Bantay Asin Task Force of Cagayan Valley. Mayor Caramat shared her presentation on relevant and appropriate salt iodization initiatives with the topic “Active LGU Involvement in Salt Checkpoint: The Case of Santa Fe, Nueva Vizcaya”.

Mayor Caramat presented the situation of Cagayan Valley Region in 1998 in terms of Iodine Deficiency Disorders (IDD) that challenged Region 02 to organize the Regional Bantay Asin Task Force and establish the Bantay Asin Checkpoint as an initiative to regulate the entry of non-iodized salt in the region and eliminate the occurrence of Iodine Deficiency Disorder (IDD) in Cagayan Valley. Mayor Caramat further presented the continuing efforts and initiatives implemented by the Regional Bantay Asin Task Force with the support of the National Nutrition Council-Region 02, Local Government Unit of Santa Fe, Global Alliance for Improved Nutrition (GAIN)-Philippines and other stakeholders.

Mayor Caramat also highlighted the involvement of Barangay Nutrition Scholars Federation of Santa Fe in making an initiative to sustain the gains of Santa Fe through an income generating project (supplying of repacked adequately-iodized salt to Botika sa Barangay and all barangays of Santa Fe).

The mayor’s presentation ended with sharing the plans of Santa Fe Bantay Asin Checkpoint for 2015 that would sustain/protect the gains of Region 02 on IDD elimination.

Nutrition Program Coordinator Rhodora G. Maestre also attended the said event to show her support to the Bantay Asin Checkpoint- a worthy Salt Iodization Program in Region 02.

gift givingJoint with the celebration of the 7th Gamet Festival, the Regional Nutrition Committee (RNC) headed by regional director and chair of the RNC, Jovita P. Ayson of the Bureau of Fisheries and Aquatic Resources have distributed family food packs to the 100 small-scale farmers and fisherfolk families of San Juan, Sta. Praxedes, Cagayan last January 11, 2015.

The activity has been conducted to provide nutrition to the marginal people of Sta. Praxedes especially the vulnerable individuals such as the infants, children, pregnant women and breastfeeding mothers, older persons, people with disabilities and people living with debilitating conditions. San Juan has been chosen as the beneficiary of the goods for being the poorest of the poor barangays in Sta. Praxedes with 14% underweight preschool children.

Sta. Praxedes also often experiences typhoons and floods affecting the nutrition situation of its populace as a result of loss of food crops and interrupted food supply. Hence, the delivery of nutrition intervention such as giving of family food packs is an essential way to prevent the deterioration of their nutritional status.

Nutrition Program Coordinator Rhodora G. Maestre, Mayor and Chair of the Municipal Nutrition Committee Esterlina A. Aguinaldo-Ramos and other stakeholders also participated in the giving of family food packs as nutrition intervention to the 100 beneficiaries.

The family food packs were comprised of 2 kilos of rice, assorted canned goods, seaweed chips and noodles and dried fish.

NNC-R02 Unveils IFAN Magazine-3rd Issue

IFANTuguegarao City, Cagayan – The National Nutrition Council-Cagayan Valley released the third issue of the InFormation About Nutrition (IFAN) magazine at Kainang Pilipino last December 22, 2014.

The third issue highlights the nutrition achievers from the region as well as the established and implemented programs, projects and good practices that were lauded and replicated by other local government units and other regions. It also centers on the theme: “ONLY IN REGION 02” which means that Cagayan Valley Region basks in profound pride for pioneering among the good practices in nutrition: Balay ni IFAN, Batang Radyo sa Nutrisyon, Nutrikalesa and Bantay ASIN Checkpoint. The four practices are unique for the region and stand as pillars that firmly support the nutrition programs in the Cagayan Valley.

Owing to its distinctive practices, NNC-R02 entitled the third issue of IFAN magazine with Lambak ng Cagayan: A Window to the Nation. This implies that Region 02 offers itself to the rest of the country while serving as a beacon and role model through its good practices in nutrition.

NNC-R02 deemed it proper to continue its publication since it served as a very effective and efficient mode of delivering nutrition information in all corners of the region.

Members of the Balay ni IFAN Media Group also attended the unveiling of the IFAN agazine-3rd Issue in full support to its successful release.

NNC R02 unveils 10 Commandments on good nutrition

10 KThe National Nutrition Council held the regional launching of the 10 Kumainments on November 28, 2014 at Lal-lo National High School to promote the Nutritional Guidelines for Filipinos (NGF).

Over a hundred participants joined to witness the unveiling of the 10 Kumainments which are simple and easy to remember guidelines that can be easily followed by ordinary citizens to improve their nutritional status.

Individuals were encouraged to live a healthy lifestyle with messages such as “Kumain ng iba’t-ibang pagkain”, “Sa unang 6 months ni baby, breastfeeding lamang; mula 6 months, bigyan din siya ng ibang angkop na pagkain”, “Kumain ng gulay at prutas araw-araw”, “Kumain ng isda, karne, at ibang pagkaing may protina”, “Uminom ng gatas; kumain ng pagkain mayaman sa calcium”, “Tiyaking malinis at ligtas ang ating pagkain at tubig”, “Gumamit ng iodized salt”, “Hinay-hinay sa maaalat, mamantika at matatamis”, “Panatilihin ang tamang timbang” and “Maging aktibo. Iwasan ang alak; huwag manigarilyo”.

The 10 Kumainments which is the popularized version of the NGF aims to address and prevent malnutrition and diet-related non-communicable diseases such as cancer, diabetes and cardiovascular diseases.

The regional launching introduced Moises Dalisay also known as “Mang Moi”, the campaign character of the 10 Kumainments. Mang Moi is the version of the biblical character, Moses, who handed down the 10 Commandments of God.

Nutrition Program Coordinator Rhodora G. Maestre encouraged everyone to support the program and to help disseminate the 10 Kumainments up to the barangays and to every household.

A stage play on the 10 Kumainments by the Mass Communication students of the Cagayan State University-Carig Campus highlighted the promotion of the campaign.


BRSN newCauayan City, Isabela – A total of 62 members of Batang Radyo sa Nutrisyon (BRSN) from Cauayan City, Santiago City and Nueva Vizcaya converged last 28 October 2014 at Faustino L. DY Coliseum for a one-day retraining on radio broadcasting.

Nutrition Program Coordinator Rhodora G. Maestre explained that the training entitled “Batang Radyo sa Nutrisyon Reinforcement Training and Team Building” strengthens the knowledge, skills and values of the BRSN members on radio broadcasting. NPC Maestre further said that the training incorporates team building activities to promote the value of camaraderie among them.

 Mr. Domingo Fugaban, resource speaker and member of Balay ni IFAN media group, discussed about simple ways on news writing and tips on conducting radio interview. After which, the BRSN members underwent broadcast simulation with the guidance of their coaches.

Since some BRSN members are yet to undergo puberty stage, Ms. Herita Macarubbo, Planning Officer-IV of Commission on Population Region II, gave them lecture about their responsibilities as they develop physically. She also shared some information about good nutrition, good grooming and responsible decisions to make them healthy as a whole.

After all the lectures, the BRSN members shifted into team building activities. Each division performed a five-minute cheer dance with BRSN members of Santiago City declared as champion in the said competition.

Before the team building activities begin, the facilitators grouped these young ones with other BRSN members of each division to further build rapport as they go along with the activities. After each game, the facilitators asked a volunteer from the BRSN members to share their experience and the value they have learned in the game.

Special prizes were given to groups declared as winners.


RNAC 2014

The National Nutrition Council-Region 02 successfully conducted the 2014 Regional Nutrition Awarding Ceremony (RNAC) at Valley Hotel, Alimanao Hills, Peñablanca, Cagayan last 10 October 2014.

The said event honors the various individuals and Local Government Units (LGUs) with an exemplary performance in nutrition program management in their respective communities.

Over 350 guests and delegates coming from all over the region including the members of the Regional Nutrition Committee (RNC) headed by its Chair, Ms. Jovita P. Ayson, CESO II, Regional Director of the Department of Agriculture-Bureau of Fisheries and Aquatic Resources, Local Chief Executives and legislators of the provinces, cities, and municipalities  and other local officials, Provincial, City and Municipal Nutrition Action Officers (P/C/MNAOs),  Barangay Nutrition Scholars (BNSs), members of the media, and other stakeholders  attended the awarding ceremony.

Dir. Ayson welcomed the awardees and other participants. She paid tribute to the unwavering efforts and dedication of the awardees for continually promoting good nutrition and eradicating hunger and malnutrition in the region.

NNC-Region 02 awarded Ms. Ronely S. Marania of Brgy. Canan, Cabatuan, Isabela as 1st Placer for the Regional Outstanding Barangay Nutrition Scholar. She received a plaque of recognition and a cash prize of Php 20,000 from NNC and another Php 5,000 from RNC. Ms. Juliet Nicolas of Brgy. Plaza, Aparri, Cagayan and Ms. Jenifer B. Gabilo of Brgy. Sumnanga, Sabtang, Batanes were also awarded as 2nd and 3rd Placers for the Regional Outstanding BNSs, respectively. Provincial outstanding BNSs who were also recognized were Ms. Girlie V. Godoy of Brgy. Poblacion North, Solano, Nueva Vizcaya, Ms. Corazon C. Rigor of Brgy. Dumabato, Maddela, Quirino, Ms. Marites D. Agcaoili of Brgy. Dabburab, Cauayan City, and Ms. Rebecca B. Dayag of Brgy. Buntun, Tuguegarao City.

Ms. Marania, in her message, shared their various activities and programs on good nutrition. She expressed her gratitude to NNC, Provincial/Municipal Nutrition Committee (P/MNC) especially to Mayor Charlton I. Uy of Cabatuan, their barangay captain, Barangay Nutrition Committee, and other barangay officials that with them, their programs were achieved. “Walang imposible kung mahal mo at tapat ka sa iyong trabaho,” Ms. Marania stated. If then she was belittling her role as a BNS, now she firmly stands with pride because of her outstanding performance.

On the other hand, NNC-Region 02 also conferred Regional Green Banner Awards for the most outstanding municipalities in the region. The municipality of Ivana, Batanes was awarded as 1st Placer of the said award. The municipalities of Diffun, Quirino and Aparri, Cagayan were also recognized as 2nd and 3rd Placers, respectively.

Aside from municipalities, the city of Ilagan and the province of Nueva Vizcaya were also conferred with Regional Green Banner Awards.

Hon. Jose Marie L. Diaz, City Mayor of Ilagan and Chairperson of City Nutrition Committee, presented the fruits of their commitment in nutrition for the year 2013 in his message. He stressed that the well-being of 160,000 Ilaguenos is foremost, the priority concern of the City Government of Ilagan. “We take our pledge and give our utmost assurance that the City Government of Ilagan, under my watch will be working towards achieving a malnutrition-free community,” he affirmed.

During the event, NNC-Region 02 also paid tribute to the national awardees declared by the National Evaluation Team. One of them is the municipality of Lal-lo, Cagayan. Lal-lo has been recognized as a Nutrition Honor Awardee for sustaining the effectiveness and efficiency of their nutrition programs. NHA is the highest national award given to a local government unit for its exemplified outstanding performance in nutrition program management for six consecutive years.

In behalf of Hon. Florante C. Pascual, Municipal Mayor of Lal-lo and Chairperson of MNC, Board Member Olive Pascual of Cagayan and President of the Federation of RIC in Lal-lo shared in her speech how their dreams of yesterday turned into fulfillments that made them to achieve the highest nutrition award. “In unity, there is strength,” she stated. She also mentioned that the promotion of programs and activities on good nutrition along with the values of unity, dedication, hard work and true leadership make a community malnutrition-free.

NNC-Region 02 recognized the City of Cauayan, Isabela for its 1st Year Maintenance in Consistent Regional Outstanding Winner in Nutrition (CROWN) Award. Likewise, the province of Quirino has also been recognized for its 2nd Year Maintenance in the said award. The aforementioned province will be a contender for the Nutrition Honor Award for the year 2014.

All national awardees were honored last 21 October 2014 on the occasion of the National Nutrition Awarding Ceremony at Philippine International Convention Center, Pasay City, Manila.

NNC-Region 02 also awarded the Best Implementers on Promote Good Nutrition-Infant and Young Child Feeding Program. These are the municipalities of Jones and San Mateo of Isabela, Lal-lo of Cagayan, and the City of Ilagan of Isabela. These areas manifested an improved nutritional status among preschool children through improved practice of exclusive breastfeeding and other efforts to promote good IYCF practices.

All awardees received a plaque of recognition and cash awards from the Regional Nutrition Committee and National Nutrition Council.

Ms. Rhodora G. Maestre, Nutrition Program Coordinator of NNC-Region 02, in her thanksgiving and congratulatory message before the start of the awarding ceremony, expressed her warmest congratulations to all outstanding individuals and LGUs for the exemplary performance they have done in improving the nutritional status of their constituents.

Ms. Charlotte M. Aggabao, Local Government Operations Officer IV of DILG-Region 02 spearheaded the Regional Nutrition Evaluation. Members of the evaluation team also include Ms. Delia de Guzman, Nutritionist-Dietitian III of DSWD-Region 02, Ms. Nenita Yabis, Agriculturist II of DA-BFAR Region 02, Ms. Rhodora G. Maestre, Nutrition Program Coordinator of DOH-NNC Region 02, Ms. Ma. Gisela M. Lonzaga, Nutrition Officer III of DOH-NNC Region 02, and Ms. Arrian Nika C. Dumaliang, Nutrition Officer I of DOH-NNC Region 02.

Members of the Batang Radyo sa Nutrisyon from Lal-lo and Tuguegarao City, Cagayan showcased their awesome performances which added life to the said awarding ceremony.

NNC-R02 Monitors IYCF Implementation

iycf picThe implementation of Promote Good Nutrition in Infant and Young Child Feeding (IYCF) Program showed a tremendous impact on the prevalence of exclusive breastfeeding and reduction of underweight preschool children in the monitored barangays of Isabela Province.

Last 16, 17 and 22 September 2014, the National Nutrition Council-Region 02 conducted a monitoring of IYCF implementation in selected barangays in the municipalities of San Mateo and  Roxas and City of Ilagan, Isabela. The monitoring was done to assess the trained IYCF team and counselors in implementing IYCF program, especially in counseling mothers and to note for improvements in the nutritional status and health of children in the said barangays. The monitoring team was composed of Ms. Ma. Gisela M. Lonzaga, Nutrition Officer-III and Mr. Jay-nard Q. Dela Cruz, Nutrition Officer-I of NNC-Region 02.

Findings in the monitoring showed an average of 85 percent of exclusive breastfeeding mothers and a decreased prevalence of underweight preschool children. Efforts to improve IYCF practice were also noticed as evident by enacting barangay resolutions in support to IYCF program, putting a breastfeeding kiosk/room in the barangay, having a Pledge of Commitment to IYCF Community Support Group, and formulation of IYCF plan and reports. Moreover, Pabasa sa Nutrisyon sessions funded by the Barangay Council were also conducted with around 1,553 mothers graduated.

It was noted however that trained IYCF counselors need more practice to perform well in IYCF counseling to encourage mothers to practice proper infant and young child feeding.

“We need more training to increase our knowledge and skills in IYCF,” the counselor said, when they were asked for something they need to intensify the practice of IYCF and good nutrition in their barangay.

The monitoring ended with good results, eyeing for more improvements. “We shall continually monitor and identify more good practices on IYCF implementation in the region,” NPC Rhodora G. Maestre affirmed.

With these efforts, the promotion, protection and improvement of good IYCF practices in all areas of the community shall be ensured and accelerated. Thus, the goal to reduce child mortality and morbidity is achieved.

NNC-R02 Monitors Radyo Kalugaran

nutriskwelaNNC-R02 conducted a monitoring of the Radyo Kalugaran, a Nutriskwela Community Radio Station, in Grassroots Multi-Purpose Cooperative Building, Claveria, Cagayan last 29, August 2014. The monitoring team were Ms. Rhodora G. Maestre, NPC of NNC-Region II, Mr. Ralph Calucag, NO-II of NNC-Central Office, and Mr. Jay-nard Q. Dela Cruz, NO-I of NNC-Region II.

The activity was done to observe the operations of Radyo Kalugaran and to recommend measures that will further improve the management of the station.

DZND 97.7 Radyo Kalugaran (name of the station) was established by the National Nutrition Council under the stewardship of Assistant Secretary of Health and NNC Executive Director Maria-Bernardita T. Flores. The project aims to improve the nutritional status of the community through the dissemination of correct, current, and relevant information on nutrition and health. The station also empowers the community by arming them with educational-development information from all relevant sectors of the community, government agencies and non-government organizations.

 “We’re dreaming for our station to be upgraded”, said Ms. Juliet Atiagan, Station Manager, when NPC Maestre asked her about their dream for Radyo Kalugaran. NPC Maestre was happy to hear their dream and informed her that soon their dream will come true.

With the desire of Radyo Kalugaran to be of service and to make its broadcasting activities even better, the station is open to whatever recommendations/opportunities there may be that would make it a truly tool to promote good nutrition.

NNC-RO2 Conducts NPM Training for Implementers


npmCognizant of the need to constantly reinforce the knowledge, skills and the right values among the local nutrition program implementers, the National Nutrition Council Region 02 conducted the Nutrition Program Management training at New Rajah Soliman Hotel in Baguio City from 18-22 August, 2014.

The five-day training was attended by nutrition action officers and nutrition officers and selected Municipal Nutrition Committee (MNC) staff from the different municipalities in region 02.  The course consisting of 8 modules were presented by trainers Ms. Ma Gisela Lonzaga of NNC Region 02, Ms. Amalia Calubaquib of the City Health Office, Tuguegarao City and Ms. Luningning Rhodes of the Provincial Health Office of Quirino.  

Nutrition Program Management training is a continuing program of the National Nutrition Council designed to empower the local government units in carrying out an effective nutrition program.

“The training was helpful, especially to newcomers in the field of nutrition like me”, said Mr. Ranier Donnel Abad, staff in the Nutrition Office of the Municipality of Diadi, Nueva Vizcaya, who, like most of the attendees, was newly designated as Nutrition Officer.

Training manuals were provided to serve as guide for the newly certified team of Nutrtion Program implementers.

NPC Rhodora Maestre, in her inspirational message, vowed that NNC Region 02 shall continue to strengthen its capacity development strategies to address the increasing demand for training among the local nutrition workforce in the region. In return, the participants made a personal commitment to support the goal of a healthy and transformed Filipino community. 



BNSNNC02, in its aspiration to improve the nutrition situation of every Barangay in Region-II, conducted a five (5)-day training on the Basic Course for Barangay Nutrition Scholars (BNSs) among cadres of able trainers of different municipalities in Region II at New Rajah Soliman Hotel, Bokawkan Road, Baguio City last 11 to 15 August 2014. The trainers were primarily the District/City/Municipal Nutrition Program Coordinators (D/C/MNPCs) as well as Nutrition Action Officers (NAOs), Nutritionist-Dietitians (ND), and other designate trainers of BNS. Trainers/facilitators were NO-III Ms. Ma. Gisela M. Lonzaga of NNC-Region II, ND-III Ms. Amalia A. Calubaquib of Tuguegarao City, and NO-III Ms. Luningning P. Rhodes of Quirino.

The training course consists of six (6) modules designed to assist the trainees in training BNSs to have a common basic knowledge and skills as well as core values and traits that are necessary for the BNSs to perform their roles and functions effectively.

The NNC-02 is happy to note that the participants had a tremendous increase in knowledge and skills on BNS program as reflected in the results of their pre- and post-tests. Being enlightened in this training course, the trainees shall utilize their learning in uplifting the capabilities of both existing and new BNSs to ensure effective delivery of nutrition and related services.

“This training is very timely”, said one of the participants, since some were newly designated as BNSs supervisors/mentors.

Participants were given “Trainer’s Manual on Basic Course for Barangay Nutrition Scholars” and a manual for continuing education of BNSs which will serve as guide of the trainees in conducting trainings and continuing education for BNSs.

With all the valid concerns raised by the participants, NNC-02 shall make an effort to continually improve the capabilities of nutrition workers in Region-II as part of its vision in ensuring the nutritional well-being of all Filipinos.

The training proper ended as the participants firmly shouted “Barangay Nutrition Scholars, Wealth of the Nation, Champion in Nutrition!”

TUGUEGARAO CITY, Cagayan - - Department of Health – Center for Health Development Region 2 (DOH-CHD 2) stressed that no donations of infant formula milk during disaster eventualities are accepted or fed to infants.

Carol Jean Domingo, nutritionist and dietician, said the Milk Code or Executive Order 54 provides that donations of products covered by the law including infant formula, bottles  and teats are not allowed, hence, acceptance of said items specially during emergencies are prohibited.

 “We observed that during calamities, there are many donations including formula milk, especially from foreign donors. We stress that it is not accepted as we want to protect the health and nutrition of infants for they are the most vulnerable individuals during state of emergencies,” Domingo said.

On her part, Nutrition program coordinator Rhodora Maestre explained that the government advocates for breastfeeding as it is the best milk for babies to sustain their good nutrition and provide nutrients needed for their growth and development.

She also emphasized that there are no excuses that mothers could not provide breast milk to their babies because every female individual, even old aged, are capable of producing milk for their babies.

“The only excuse we accept is the case wherein mothers are diagnosed as HIV/AIDS positives but still they are given the option to breastfeed their babies, if not the nutritionists must look for breast milk donors but not to allow infant formula intake to the infant,” Maestre and Domingo jointly discussed during explained with media during Nutrition Month Observance kick-off ceremony.

Maestre further said they are conducting training on infant and young child feeding to capacitate community health teams of the barangays and LGUs to be able to accurately respond to the nutrition needs of vulnerable sectors during calamities, especially those who will be rescued and evacuated.  (OTB-PIA2/Cagayan)



       TUGUEGARAO CITY, Cagayan, July 1 (PIA) - - To ensure nutritional status of vulnerable population during calamities, the National Nutrition Council (NNC) Region 2 has established nutrition cluster in emergencies to manage nutrition related interventions.

       Rhodora G. Maestre, nutrition program coordinator, said nutrition cluster is a group of government, non-government and international humanitarian agencies that take lead in nutrition management during emergencies and disasters.

     The cluster members are dealt to ensure nutritional status of the vulnerable groups such as infants, children, pregnant women and breastfeeding mothers, older persons, and persons with disabilities.

        Maestre explained that the team will specifically conduct rapid assessment in affected areas per sector, ensure timely and appropriate delivery of quality package of nutrition interventions and ensure that the foods provided and distributed are nutritionally adequate for the vulnerable group.

        “We will conduct trainings and capacity building activities to the clusters to let them internalize their roles and functions. The cluster also provide nutrition counseling to affected population and promote coordination mechanism with various concerned agencies,” Maestre stated.

       She said the nutrition clusters must also be institutionalized in the Local Government Units (LGUs) ready for any disaster eventuality in their areas of responsibility.

      "In the nutrition governing board resolution, members of the local nutrition cluster representatives include health office, social welfare, agriculture, NGOs, CSOs, and other concerned agencies," she added.

        On her part, Carol Jean Domingo, nutritionist of the Department of Health (DOH), said the cluster team should also check not only the nutritional value of the food and the donations to be distributed to the affected families.(OTB-PIA2/Cagayan)


NPC Rhodora Maestre gives her insights on nutrition in emergencies during the agenda ng bayan program 

         Distinct from the usual launching of Nutrition Month Celebration, the National Nutrition Council- Regional Office No. 2 (NNC- RO2) launched the 2014 Nutrition Month through a tele-radyo interview dubbed as “Agenda ng Bayan” last 1 July 2014 at DWPE- Radyo ng Bayan, Tuguegarao City, Cagayan. The program is a collaboration of DWPE- Radyo ng Bayan and RBC Cable Masters.

          Hosted by Ms. Teresa Campos, radio broadcaster of DWPE- Radyo ng Bayan, the Agenda ng Bayan program centered on  2014 Nutrition Month theme, Health and Emergency Management (HEM), Disaster Risk Reduction and Management (DRRM) and Nutrition Cluster Coordination during Emergencies.           Members of the Balay ni Ifan Media Task Force were also present to cover the program. Each member was given the opportunity to ask relevant questions to the resource persons.

          The Agenda ng Bayan program became a perfect venue to tackle different concerns and key messages in relation to the 2014 Nutrition Month celebration. It was also a perfect timing to feature Nutrition in Emergencies since the country is also celebrating the National Disaster Consciousness Month. Indeed, the tele-radyo interview served the purpose of the 2014 Nutrition Month Celebration which is to provide the venue for the general public to realize the importance of preparedness during emergencies, how to respond and what recovery measures can be taken to prevent death and worsening of malnutrition of affected population groups. 


2nd Quarter RNC Meeting

     The Regional Nutrition Committee (RNC) of Cagayan Valley Region had their 2nd Quarter RNC Meeting last June 19, 2014 at Las Palmas de San Jose Hotel and Restaurant, Tuguegarao City.  Nutrition Program Coordinator Rhodora G. Maestre presided the said meeting. Regional Technical Assistants for Nutrition, Provincial/ City Nutrition Action Officers (P/CNAOs) and Nutrition Officers were present during the meeting. Disaster Risk Reduction Management (DRRM) representative of DSWD and staff of Health and Emergency Management (HEM) and Office of Civil Defense (OCD) were also in attendance.

       The meeting highlighted the organization of Regional Nutrition Cluster and 40th Nutrition Month Celebration. Results of the 2014 Monitoring and Evaluation of Local Level Plan Implementation and Barangay Nutrition Scholar Evaluation were also presented.

       With the theme “Kalamidad Paghandaan: Gutom at Malnutrisyon agapan,” the RNC planned to make use of local media in celebration of the 40th Nutrition Month. In order to provide a venue for the general public to realize the importance of preparedness during emergencies, the RNC Cagayan Valley Region will produce an infomercial on nutrition in emergencies that will be aired in various radio stations in the region.

      Likewise, launching of the Nutrition Month will be conducted through a tele-radyo interview dubbed as “Agenda ng Bayan." The said program is a collaboration of DWPE- Radyo ng Bayan- Tuguegarao City and RBC Cable Master System. The tele-radyo interview scheduled on July 1, 2014 will involve NPC Maestre and Regional Directors of Department of Health (DOH), Department of Social Welfare and Development (DSWD) and Office of Civil Defense.

Flores, the National Nutrition Council (NNC) Management Team composed of Nutrition Program Coordinators from different regions across the country and Division Chiefs of NNC Central Office flew to Batanes last 12 May 2014 for the 2nd NNC Management Conference (ManCon).

         The 5- day NNC ManCon took place at the Department of Agriculture- Batanes Experiment Station on 12-15 May 2014 bounded by the dynamic culture and enchanting scenery in Batanes. The conference was set to update on the status of various programs, projects and activities; tackle and resolve issues on nutrition policy and plan development, promotion of good nutrition, monitoring and evaluation and; discuss other concerns with regards to the operations of NNC.

          NNC- Region 02 led by Nutrition Program Coordinator Rhodora G. Maestre hosted the said conference.  In coordination with the Provincial Nutrition Committee and Provincial Tourism Office, NNC- Region 02 arranged different set of tours for the NNC Management Team to discover the undisturbed and unspoiled beauty of the Province of Batanes.

          Three of the Local Government Units (LGUs) in the region are contenders of this year’s prestigious National Nutrition Awards.

           For this year, the Municipality of Lal-lo, Cagayan is vying for the Nutrition Honor Award, the highest recognition given to LGUs throughout the country. Meanwhile, the Province of Quirino and City of Cauayan are now on their 2nd and 1st year of maintaining their Consistent Regional Outstanding Winner in Nutrition (Crown) Award, respectively. These LGUs have consistently shown excellent performances in the delivery of basic nutrition and health services to the community.

          Assistant Secretary of Health Maria-Bernardita T. Flores of the National Nutrition Council (NNC) will lead the National Evaluation Team (NET) in evaluating the Municipality of Lal-lo while the rest by the senior staff of NNC Central Office. Validation visits for Region 02’s contenders are scheduled from May- June 2014.  

         Regional Nutrition Program Coordinator Rhodora G. Maestre of NNC R2 firmly believes that entries of the Cagayan Valley region will make it considering the strong support of local chief executives and the legislative to nutrition programs and outstanding performance of local nutrition committees for nutrition improvement.

LGUs that will qualify for the said nutrition awards will receive a cash prize and a trophy during the 2014 National Nutrition Awarding Ceremony in October.

    In her opening message, NPC Maestre highlighted the role and contributions of barangay nutrition scholars in the implementation of nutrition programs in the region and tagged them as barangay champions.

    Inducted officers will serve for three (3) years coterminous with the term of barangay officials. Other members of the Cagayan Valley BNS Federation and media partners were also present to witness the said ceremony. 


Cavans of non- standard salt captured in Sta. Fe     

              March 11-29, 2014--- Sta. Fe, Nueva Vizcaya ASIN task force captured an approximately 8 tons of illegally shipped non- iodized and inadequately iodized salt entering the Sta. Fe checkpoint.  According to the report submitted by Mr. Orlando Pichay, Sr., Team Leader of Sta. Fe BANTAY ASIN Task Force, confiscated salt came from Mangaldan and Infanta, Pangasinan which are supposed to be delivered to the Provinces of Nueva, Vizcaya, Isabela and Cagayan.              Since the turn-over of WYD iodine checker by Nutrition Program Coordinator Rhodora Maestre of the National Nutrition Council- Region 02 to the Municipality of Sta. Fe Nueva Vizcaya last October 9, 2013 during their Provincial Nutrition Awarding Ceremony, the ASIN task force has been true to its commitment in sustaining the operations of the ASIN checkpoint located in Sta. Fe, Nueva Vizcaya. As partner in the implementation of the ASIN Law or Republic Act 8172, the asin task force is expected to conduct visual search and thorough inspection of all salt transported and passing in the said municipality as entry point to the Cagayan Valley region. Results of inspection and testing will serve as basis in the issuance of an appropriate clearance to the salt merchandise in transit.

In attendance during the said meeting were the RNC-Regional Technical Assistants for Nutritions, Provincial/City Nutrition Action Officers (P/CNAOs) and Nutrition Officers of the region. The meeting highlighted on the organization and activation of Nutrition Cluster Coordination. Other matters tackled during the meeting are the following:


  • 2013 RNC Member Agency and NNC- RO2 Accomplishment reports
  • Updating of the RNC Strategic Plan 2014- 2016
  • 2014 Regional Nutrition Evaluation
  • RNC Resolutions for 2014
  • NNC- RO2 Programs, Projects and Directions for 2014

“This year, we will capacitate local nutrition clusters in nutrition management during emergencies and disasters. We will ensure that the nutritional status of the affected population will not worsen due to emergency,” Nutrition Program Coordinator Rhodora G. Maestre of National Nutrition Council- Region 02 said.

NPC Maestre also discussed that the NNC Regional Office as the Nutrition Cluster Coordinator should lead in the formulation of the Regional Strategic Response Plan. In line with this, the Regional Nutrition Cluster members are scheduled to have their 1st Nutrition Cluster meeting on April 01, 2014.
