11 June 2018, Makati City - Along its mandate to monitor and evaluate the implementation of the Philippine Plan of Action for Nutrition (PPAN), the National Nutrition Council (NNC) – MiMaRoPa along with partner agencies conducted the Monitoring and Evaluation of Local Level Plan Implementation (MELLPI) in the five (5) provinces and one (1) city in the region from April to June 2018. The interagency Regional Nutrition Evaluation Team (RNET) also evaluated the performance of the Barangay Nutrition Scholars (BNSs), and as a regional initiative, the outstanding Barangay Nutrition Committees (BNCs) and outstanding Municipal Nutrition Action Officers (MNAOs).
Two (2) RNET Deliberation Meetings were held this year, on 24 May 2018 for the Search for Regional Outstanding Barangay Nutrition Scholar (BNS); and on 11 June 2018 for the Green Banner Awards, Search for Outstanding Barangay Nutrition Committee (BNC) and Search for Outstanding Municipal Nutrition Action Officer (MNAO).
With the aim of creating the plan to solve the malnutrition problems in MiMaRoPa, representatives of the Regional Nutrition Committee (RNC) convened last 14-16 March 2018 for the Regional Plan of Action for Nutrition (RPAN) 2019-2022 Formulation Workshop for Regions I, II, III, NCR, CAR, IV-A, MiMaRoPa, and V at St. Giles Hotel, Makati City.
The local government unit (LGU) of Looc, Romblon in partnership with Zuellig Family Foundation (ZFF), assistance from the National Nutrition Council (NNC) MiMaRoPa, and under the leadership of Honorable Mayor Leila M. Arboleda endeavored to intensify the nutrition programs in the barangays of Looc, Romblon through the conduct of Barangay Leadership for Nutrition and Development (BL4ND) Training last 22-23 February 2018 at KOICA Hall, Looc, Romblon.
The Council for the Welfare of Children (CWC) facilitated the conduct of the localization of 3rd National Plan of Action for Children (NPAC) participated by eight regions – Ilocos Region, Cagayan Valley, Cordillera Administrative Region, Central Luzon, CaLaBaRZon, MiMaRoPa, Bicol Region and National Capital Region last 5-7 March 2018 at BSA Twin Towers, Mandaluyong City.
Participants for MiMaRoPa Region who attended the activity were representatives and members of Regional Sub-Committee for the Welfare of Children (RSCWC) composed of Department of Health (DOH), National Nutrition Council (NNC), National Economic Development Authority (NEDA), Department of Social Welfare and Development (DSWD), social welfare and development officers of Romblon, Marinduque, Palawan and Puerto Princesa City, non-governmental organizations such as Marinducare and RSCWC technical staff.
Representatives from the National Nutrition Council (NNC) Region IV answered the call of Palawan Province to assist in providing nutrition interventions including identifying cases of Moderate Acute Malnutrition (MAM) and Severe Acute Malnutrition (SAM) among preschool children, pregnant and lactating women to Barangay Mangsee in the municipality of Balabac, which was hit by Typhoon Vinta and Agaton last December 2017.
Nutrition Officer II (NO II) Francis Erik P. Bacena of NNC MIMAROPA and NO II Edward C. Paglinawan of NNC CALABARZON together with the Health Cluster of Palawan were deployed on 4-12 January 2018. The Health Cluster of Palawan was headed by Dr. Rebethia Alcala with the members composed of Dr. San Bonbon of Aborlan Medicare Hospital, Disease Surveillance Officer Ms. Lorna Loor, Sanitary Inspector Ms. Elvie Lao, Expanded Program Immunization Coordinator Mr. Meyrick Garces and Education Research Assistants Ms. Catherine Nuh, Mr. Harmain Sadican and Mr. Raoul Amador.
With the aid of barangay volunteer Mr. Amir T. Musa, NO II Bacena and Paglinawan conducted Rapid Nutrition Assessment using the Mid-Upper Arm Circumference (MUAC) tape to easily identify SAM and MAM cases among preschoolers and pregnant and lactating women in Brgy. Mangsee. Based on the MUAC screening, out of 748 preschoolers screened, 624 (94.80%) are normal, 31 (4.71%) are MAM cases while 3 (0.45%) are SAM cases. For pregnant and lactating women, out of the 171 screened, one (0.54%) pregnant and 9 (5.26%) lactating mothers have MUACs measured below 21 cm. MUAC for pregnant and lactating below 21 cm is considered as nutritionally-at-risk and needed to be referred to a health station for consultation and provision of necessary intervention such as Micronutrient Powder (MNP), iron with folic acid supplements and be enrolled in Supplementary Feeding Program (SFP).
In support to the national and regional launching conducted in 2017, Calapan City officially launched the Philippine Plan of Action for Nutrition (PPAN) 2017-2022 on 28 February 2018 at Divine Word College of Calapan (DWCC) Gymnasium, Calapan City Oriental Mindoro. Almost 300 participants attended the launching, which is composed of members of the 62 Barangay Nutrition Committees (BNCs) specifically the Barangay Chairpersons, Barangay Councilors on Health, Barangay Treasurers, Barangay Nutrition Scholars (BNSs), Barangay Health Workers (BHWs) and Day Care Workers (DCWs).
